Regarding the IGDC, the wiki page says "Each designer may submit one
previously unpublished game ..."

I wanted to ask exactly what "previously unpublished game" means.

I designed a game recently and have not published rules anywhere, but
I would like to create a page on the wiki, get more testing in from
friends, blind test the rules with playtesters, etc. Possibly even
submit the game to BGG. If I do all that now, will that invalidate the
game for being entered into the contest?
