[Fluxx] Implicit Gadgets in Zombie Fluxx

I prefer a blurred line between "gadgets" and Keepers. In my deck, I have
several Keepers that have special abilities. Some of these are also used to
satisfy Goals. But some aren't. It's nice to have the freedom to make a
"gadget," and then a year later make a Goal for it.
