Now that I think about it, Alien Invasion Fluxx: The Invasion By Aliens 
would make a good platform for expansion packs. Maybe twelve cards at a 
time, each pack representing a *new* group of alien invaders. Each has a 
handful of thematic new rules and goals. (But sharing the same general 
ruleset, and most of the same keepers and goals.)

- Shape-changing, person-replacing thing-pods from the Antarctic
- Deros from the Lost Hollow Earth (with dinosaurs!)
- Time-travelling Robots from New NovyaTokyo
- Abominable Snowpersons from Titan
- Government conspirators in extremely dark-grey suits
- Hyperevolved brains and pure-energy creatures from Another Galaxy

There's a whole range of pulp-era SF cliches to mine.
