[Fluxx] Why You Can't Apply the Hand Limit During Your Turn

I considered that, Carol. But that would make the Limit cards a very unusual
exception. Everything down to dealing out three cards at the beginning of
the game is written on the cards. Also, the mechanics of Hand and Keeper
Limits are not written in the rules insert.
