[Fluxx] Must draw first?

I finally took a look at the card; it says nothing about playing or drawing
first; it's only implied by the comma in "Play 1, Draw 1".  I think that if
you really *want* to play before drawing you can, but there's zero advantage
to doing so, so you might as well draw first.
