[Fluxx] the printed rules to Fluxx

One thing I notice is that people don't know what all the cards do. Rather,
they don't know what's good to play and what's not. Maybe you could make it
clearer (i.e. mention it sooner in the rules) that you're trying to collect
keepers and that you should almost always play those first if you have
them. That at least gives people something to do on their turn while they
take some time reading the rest of the cards.
