[Fluxx] Fluxx Hand Limit question on YouTube (Austin Muhlestein)

I do not have sound on my computer, so when I watch video, i see not hear. I 
am just wondering if i got it right.  The video was trying to say you could 
observe the handlimit rule on your turn? (I think andy observed the 
handlimit to avoid playing a card that would make his opponent win?) Just 
checking...
