[Fluxx] Rich and Poor bonus

It seems clear to me. I mean it does say "If you have more/fewer keepers than anyone else..." meaning that if you are the one that has the most or fewer keepers then you are the one that draws the extra card. I think the word "anyone" is refering to anyone in the group that is playing, and if you just look at their keepers then you can clearly tell who has the most or the fewest keepers. I do not see how this can be confusing?
