OK, I've found a fix for the Inflation problems with the end of the round.

Substitute the Play 4 for Play All.

The last card played in your first turn is "Rotate Hands".  Because of
Hand Limit 0, no other player has a hand, but you give your hand to
another player, doesn't matter.

You now have no cards.  End of turn.  Take your second turn.

Draw 4 for a new hand (Draw 3 for No Hand Bonus +1 for Inflation).
Draw 6 (Draw 5 + Inflation).  10 Cards in hand.  Win game.
