Oh boy! A puzzle!

The solution I have right now is:
Draw 2 And Use Them
No Hand Bonus
Take Another Turn
Play All
Draw 5
Inflation
No Limits
Everybody Gets 1 (2)
Taxation

8 card solution...11 cards in hand (Which is cool since the goal is now Hand
Size 11)

There may be a cooler solution which involves playing Inflation earlier so
that it affects the the No Hand Bonus.
But I don't remember if Hand Limit 0 is affected by Inflation.
