I also did a Google search for "permanent ink stamp pad" and
found this page of specialty stamping pads. Some of the inks
there mention "heat setting" the ink for a permanent bond on
glossy surfaces. Elsewhere on the web site it says, "some
suggested heat sources are an embossing heat tool, toaster,
light bulb, hot plate, or iron."
The toaster idea sounds dangerous, but the light bulb idea
sounds pretty safe. I'd probably use an iron set to low with
no steam, and a piece of tissue paper between the iron and
the card.
