[Edu] Fuzzy Brain Help

Okay...  my brain is fuzzy.  I absolutely cannot seem to get this 
straight in my brain.

There are 84 cards in a deck of Fluxx.  That should mean that I need 7 
packs of Blanxx, because there are 12 useable cards in each set of Blanxx.

However, there are NOT an even number of each card in the pack. 

So, here's the math question for the day: What is the smallest number of 
whole packs of Blanxx I can buy in order to have enough cards for my 
stated goal of making 'Life Skills Fluxx'?
