I think that in the first case, you should treat it like Draw 3 and Play 2
of them from fluxx. You don't put the cards in your hand, so if you can't
use any of them then you just lose them. So yes, it would be option A.

As for the question of who chooses which ID to lose, I'm pretty sure the
person playing the card chooses which ID to play it on, so it's probably C,
but I know it's not random so otherwise it's A.
